RAY MORRIS  

CHAIRMAN

Ray Morris was first elected to the Council in 2004 when he was Elected Vice Chairman. He has  a great deal of experience in Local Government having served as a Parish Council Member in Buckinghamshire, and as a District Councillor on Malvern Hills And Wycombe District Councils.

Born in Worcestershire and educated at the Royal Grammar School, he has lived in the Parish for 5 years.  He and his wife returned here 5 years ago. 

MARC BAYLISS  

VICE CHAIRMAN

Marc and his family have lived in the Parish for 11 years.  He has been on the Parish Council for the last two years since his co-option. 

He represents the Council on the Lyppard Grange Community Centre and the Lyppard Grange Primary School. 
 

Professionally Marc works as a research consultant specialising in economic development. He is also a City Councillor for Arboretum

JOHN BUCKLEY  

John has lived in Corfe Avenue for 14 years with his wife and two daughters. He was elected onto the Parish Council in August 2006.

He is very interested in better provision for the youth in the parish. He owns a small engineering business based in Worcester. He is the County Councillor for Gorse Hill & Warndon. He chairs the County Council Overview and Scrutiny Group    

DAWN MERRIMAN  

ENVIRONMENTAL MATTERS

Dawn was elected on to the Council in 2004. She moved into Warndon Parish with her husband in 1997.
 

Over the last 3 years she has been actively campaigning about the litter problem and for improvements in the landscaping of the area. She is currently involved in the development of the new Parish Plan initiative, 

TED HOLLOWAY  

PLANNING & PROW

Age 66.married with a grown up family, Ted has lived in the Parish since 1980. He ran a plumbing business in Worcester before retiring in 2001.

He now lectures on Construction Technology at Worcester Technical College.  He has concerns about the environment, especially Law and Order and the safety of our community

COLIN BELL

Colin has worked in the IT industry for 20 years, working for local and international companies, both in the UK and Europe.

He has lived in Warndon Villages since January 1999, and is married with two children.

Colin is also currently a School Governor for St. Josephs Catholic school in Warndon.
 

Council Meetings are held on the first Monday in the month (except Bank Holidays) at the Lyppard Grange Community Centre. They are open to all parishioners, and you are more the welcome to attend and observe. The chairman may allocate 15 minutes before the formal business for anyone to speak. A good question ! The standard answer is that we are the first tier (local council) of a three tier system of local government, with Worcester City Council, and Worcester County Council (local authorities) being the next two tiers, all elected by people in the area.

Parish Councils were formed by and act of parliament in 1894, and we look after the interests of those who live within the parish. The County and City councils are responsible for health, police, education, planning, litter, public transport & highways amongst other things. Parish Councils do have wide powers and authority, but we are in a fairly unique situation in that being part of the City of Worcester many of those matters are enacted by them or the County.

What we are not is probably easier..

• We are nothing to do with the church, who are governed by Parochial Councils (PCC)
• We are not politically affiliated
• We are not "residents" associations or "lobby" groups
• Councillors are not paid

However, what we do is represent the residents who live in the Parish of Warndon in matters of local government. Some of these include

• Local Planning (which covers anything from satellite dishes to new developments and roads)
• Economic development
• Environmental matters
• Community projects
• Leisure and recreation
• Contact with the City and County Councils
• Complaints(!)
• information and advice

In addition we have wide powers in relation to the provision of services and facilities which bring direct benefit to the parish.

Since the formation there have been 25 different Councillors, (of which 8 have been Chairman) and 4 clerks

As the parish is growing at a rapid rate, the representational aspect becomes increasingly more important. Decisions taken by the City and County Councils may vitally effect the quality of life within the parish, therefore the role of the Parish Council is of critical concern.

Successes....??

Probably the most notable was the preservation of Warndon Court Farm within a conservation area. A developer wanted to build 16 houses within the curtilage. We said empathically not and won the day !

The council was involved in early discussions and provide a substantial grant to the Lyppard Grange Community Centre.

The council fought for, and got a 50mph limit on Berkeley Way and insisted on better landscaping of the factories abutting the road.

The Mobile Library is funded by the council

The council lobbied for 10 years for a post office, post-boxes and payphones.

We inaugurated the school bus service to Nunnery Wood schools, and are consulted about the sitting of bus stops, and fund the timetable cases.

Over the last few years we have held an annual Garden Competition. This has now been replaced in 1999 by the annual Parish Fun Run.
